Adani-IHC Odisha aluminium project: ₹1.08 lakh crore MoU signed for integrated aluminium manufacturing hub

Adani Enterprises and UAE-based IRH have signed an MoU with the Odisha government for a proposed ₹1.08 lakh crore integrated aluminium manufacturing project expected to generate around 53,500 jobs.

Adani Enterprises and UAE-based IRH have signed an MoU with the Odisha government for a proposed integrated aluminium manufacturing project involving an investment of around ₹1.08 lakh crore.

The Adani-IHC Odisha aluminium project has been proposed following the signing of a Memorandum of Understanding (MoU) between Adani Enterprises, Abu Dhabi-based International Holding Company (IHC) through its subsidiary International Resources Holding (IRH), and the Odisha government. The proposed project involves an investment of approximately USD 11.5 billion (around ₹1.08 lakh crore) and aims to establish an integrated aluminium manufacturing ecosystem in the state.

The project will be developed through a 50:50 joint venture between Adani Enterprises and IRH. According to the companies, the proposal represents the largest foreign direct investment (FDI) proposal in Odisha and one of the largest investments announced for India’s metallurgy sector.

Proposed integrated aluminium manufacturing ecosystem

According to details shared by the companies, the proposed project will include:

  • A 4 million metric tonnes per annum (MMTPA) alumina refinery
  • A 2 MMTPA aluminium smelter
  • A 4,000 MW captive power plant
  • A 1 MMTPA downstream aluminium manufacturing park

The downstream manufacturing park is expected to support industries such as transportation, construction, renewable energy, power equipment, packaging and advanced engineering. It is also expected to create opportunities for MSMEs operating in Odisha.

Adani-IHC Odisha aluminium project planned in two phases

The proposed aluminium project is planned to be implemented in two phases.

According to reports, the first phase is expected to involve an investment of approximately ₹66,000 crore, while the second phase is estimated at around ₹44,000 crore, taking the total proposed investment to nearly ₹1.08 lakh crore.

The companies expect regulatory approvals and other statutory clearances over the next 12 to 18 months before construction activities begin.

During the MoU signing, company representatives described the project as one of the world’s significant integrated aluminium ecosystem developments, intended to support India’s growing demand for aluminium across infrastructure, transportation, manufacturing and energy sectors.

Expected employment and economic impact

The Adani-IHC Odisha aluminium project is expected to generate around 53,500 direct and indirect employment opportunities.

Reports indicate that approximately 35,000 jobs could be created during the construction phase, while nearly 18,500 jobs are expected across mining, refining, smelting and downstream manufacturing operations after the project becomes operational.

Additional employment opportunities may also emerge through logistics, engineering services, maintenance activities and ancillary industries linked to the project.

Odisha is already one of India’s leading aluminium-producing states due to its abundant bauxite reserves. If implemented as proposed, the project is expected to further strengthen the state’s aluminium manufacturing ecosystem and increase domestic value addition across the sector.

Strategic significance of the Adani-IHC Odisha aluminium project

The Adani-IHC Odisha aluminium project marks Adani Group’s proposed entry into aluminium manufacturing after expanding its presence in the metals sector through copper operations.

The collaboration between Adani Enterprises and Abu Dhabi-based IRH also reflects the growing economic partnership between India and the United Arab Emirates in strategic industries.

Following the signing of the MoU, the project partners will pursue statutory approvals, land-related processes in accordance with applicable regulations, and infrastructure planning required for the proposed greenfield development. If implemented as planned, the integrated facility is expected to enhance India’s aluminium production capacity while supporting downstream manufacturing and industrial growth.
