A senior Ministry of External Affairs (MEA) official has said that an Indian passport is primarily a travel document and should not be treated as conclusive proof of citizenship. The remarks were made during the 14th Passport Seva Divas event, where the government also highlighted improvements in passport services and the ongoing rollout of e-passports.
The statement has generated discussion because passports are commonly regarded as one of the most important government-issued identity documents. However, officials explained that citizenship determination is governed by separate legal provisions and procedures under Indian law.
Passports Issued After Verification, But Citizenship Questions Governed Separately
According to the MEA, passports are issued only after applicants undergo prescribed verification procedures. While the document is granted to Indian citizens and serves as a widely accepted identity and travel document, officials emphasised that passport not proof of citizenship and its primary purpose is to facilitate international travel.
The clarification has drawn attention because many people consider passports to be definitive evidence of citizenship. Officials explained that although citizenship-related checks are conducted during the passport issuance process, citizenship questions may still be examined under the Citizenship Act, 1955, and other applicable legal provisions where required.

E-Passports and Service Expansion Highlighted
During the Passport Seva Divas event, the government also highlighted developments in passport service delivery and the expansion of passport facilities across the country.
Officials noted the continued rollout of chip-enabled e-passports, which incorporate enhanced security features and are designed to strengthen document security while facilitating smoother international travel.
The government said modernization efforts in passport services are aimed at providing secure, efficient, and technology-driven services to citizens.
The MEA reiterated that the remarks regarding “passport not proof of citizenship” were intended to clarify an existing legal position. Officials emphasized that passports remain among the most important travel documents issued by the Government of India, while citizenship matters continue to be governed under separate legal provisions.
As discussions continue, the ministry maintains that the clarification is intended to remove confusion regarding the legal role of passports and the procedures involved in determining citizenship under Indian law.
